Why would they wait until the 15th?

That’s what I would have thought. Makes no sense unless they think we can’t lock down Dublin and are imposing new longterm restrictions.
The reports from last night seem to indicate that private homes are far and away the biggest source of infection/transmission, so I’d imagine it will be a lock down in terms of visiting private homes, parties etc. They may try to extend it to one household per table at restaurants etc too, but that would prove very difficult to implement.
Hard to lock down a city that brought down an Empire.

The goverment appear clueless as to what to do, they are putting in restrictions that people are ignoring, they can’t bring in legislation against. Why can’t they accept the virus is here and will spread Open up everything and drive on. Only put measures in place around hospitals and nursing homes or where vulnerable people are.
