Real countries like Sweden and the US have been done with Covid! a long time. Slow learners in paddyville still pining for under the bed

It’s a godsend the next day alright but not sure if the virus becomes more active after midnight if people are vaccinated.

It will probably last until the pubs are closed again about 4 weeks later

Government should be telling all publicans to download the Luxembourg app it’s the centralised database for the EU and reads QR codes from all countries

Here is the latest news and updates from VFI head office:

Reopening update

It is important to repeat the legislative and constitutional position that we have no control over. The legislation to allow pubs reopen indoors passed through the Oireachtas last Friday. It then went to the President for signing. The President signs on either the 5th, 6th or 7th day meaning somewhere between tomorrow and Friday. That is purely the President’s prerogative.

Cabinet are meeting tomorrow for a final decision on opening. As of now there is no indication other that it will happen on Monday 26th. Under what conditions? Going back to the constitutional position the regulations cannot be issued until the President signs the Bill into law.

There was a further meeting with government officials which has just ended and based on that and other communications I believe the guidelines will remain broadly in line with previous openings, plus the additional requirement that vaccination status and/or certificate of having Covid in the past 6 months is in place. How will that be done?

  • It is expected that there will be an App available from gov.ie hopefully by the end of the week to allow scanning of Covid Certs or Certs confirming recently recovered from Covid
  • This app can also be used by the public to verify their vaccine pass works in advance of arriving at a hospitality venue
  • The process can also be done on a paper based system
  • The verification must take place at the entrance – before people are seated
  • The final regulation / guideline will also cover how to address non EU citizens including those from Northern Ireland

The following questions were not answered

  • Is it necessary to check ID?
  • If so, does it need to be done for regulars that are known to the publican?
  • Also, if necessary does it need to be done every time for regulars?

As the new law states the “operator (publican) has taken reasonable steps including by inspecting such documents, if any, as may be prescribed in regulation to ensure that a person other than a permitted person is not admitted”, I believe it would be a reasonable defence / explanation that ID was not necessary as the individual was well known to the publican. However we must await the final regulation.

Inspection

Inspection will fall to the HSE / HSA and will be designed to look at the integrity of the process the operator has in place rather than checking if individual customers have the necessary paperwork.

Guidelines

  • The time limit of 105 minutes will no longer be in place. We need to examine this to ascertain what effect it may have on the level of social distancing. We will advise further on this hopefully tomorrow
  • It appears as if the 11.30 closing time remains in place for now
  • There are still on-going discussions on the use of the bar counter

All in all, the timeframe is anything but satisfactory but until the President signs the legislation full details cannot be finalised.

Fwiw, I have two friends, both fully vaccinated who’ve caught covid this past week and say they felt so awful they could barely walk upstairs.
