There is no way FIFA want this to happen. They’ve a hard time as it is negotiating with clubs and the regional organisations. Last thing they want is a different group of clubs outside those structures ready to sue them when players get injured in international games.
I was listening the guy from the New York Times who broke the story and he seemed to think privately fifa either don’t care or are happy to see uefa go bust as they were not happy with champions league being a bigger event than their World Cup.

Fifa aren’t competing with UEFA, UEFA are part of the confederation that makes up FIFA.
Is the 15 +5 structure to avoid being classed as a cartel or could it be classed as being the cartel, ie. different rules for different clubs?
The UK apparently have a provision in their law that any company who is classed as acting against the public good can be put under compulsory purchase order, but it’s very hard to see that happen.

They are competing with them in a way though. I guess in the same way that smaller leagues in Europe are jealous of the bigger leagues, the other confederations are jealous of UEFA’s dominance. That was the coalition that kept Havelange and Blatter in charge at FIFA for 40 years and diluted the previous European dominance of FIFA.
