All the issues are raised in the article so no point me repeating them here.
There was outdoor laundry machines there previously and they had to be removed due to lack of planning permission and noise also.
The main problem here is cost. Davy, the guy who owns the complex charges astronomical rent. That’s why the post office moved. The rent for the unit in the Jetland was much cheaper than what Davy wanted. Hard to believe. So whatever goes in there has to be a big money spinner. So it’s been lying idle for a good number of years now because nobody will take the risk.
