Have the Department of Finance created an expectation that the HSE will get a supplementary budget because they have always done so in the past, and hence the HSE have spent on that basis?

Finance give the HSE their budget of x for the year, top it up by a billion every year, and then give them a budget of x again the next year. Sure itās nonsense.

id say Midleton has a grim enough future as climate change gets worse and these flood become a lot more regular, hopefully the nature based solutions can help though
