Have the Department of Finance created an expectation that the HSE will get a supplementary budget because they have always done so in the past, and hence the HSE have spent on that basis?
Some fucked up way to run any organisation never mind a health service.

Finance give the HSE their budget of x for the year, top it up by a billion every year, and then give them a budget of x again the next year. Sure itās nonsense.
I donāt think anyone was pointing fingers at cork. They were pointing fingers at pork barrelling. Possibly unfairly, but given the history of politics in the Republic, itās certainly plausible.

And my point is that anybody who receives 100k will not be profiting on the entire exchange.
I donāt believe for a second that the county of birth of the Minister for Finance has any bearing on this, @EstebanSexface made a good point earlier, healthy regional towns are essential, Midleton happened to be prospering and hopefully will continue to do so
id say Midleton has a grim enough future as climate change gets worse and these flood become a lot more regular, hopefully the nature based solutions can help though
