They could steamroll the league with possession for a few years but they rarely come out on top in a tight game that matters. You don’t seem to get it city are not being fined for spending. They are being fined for lying about where the money came from. It are two separate matters. In the 2015 us aviation document it states the Dubai government were covering the the man city sponsorship and not etihad.
Abu Dhabi which owns Etihad. Its simple really. The money came through the accounts of Etihad, if you can prove different fire it on to CAS.

Liverpool could hypothetically create a bit of Fantasy History and be the only club ever to be awarded the title twice in the same year.
