Just off the phone with my local master craft butcher. He said the animal celebrated its first birthday on February 2, 2017. That would put it at around a year and a half old, and he said that, strictly speaking, it’s a hogget. cc. @Matty_Hislop

Mutton is a sheep that is at least 2 years old, you were only 3 years off in your estimate. As hogget isn’t in widespread use, lamb is the correct terminology for a sheep less than 2 years old, and certainly one that is just over a year old.
Don’t question the Nogra on culinary related questions, it just leads to embarrassment.
