People make panels for promotion and can then be drawn off them to different places. It can not make sense in one way but where specialist skills or experience are needed they generally select a person from the panel with necessary experience. The system eliminates nepotism and it also helps for people to move departments which should mitigate against inertia.
She admitted herself when she was told she was going to IT that she hadn’t a breeze. I’m sure there were many like her but where’s the value in promoting and paying someone that doesn’t even have a basic grasp of what they’re supposed to be doing. How do staff below her in that dept feel when they see their new boss coming in and struggling with lressing ctrl alt del at the same time. All very bizarre but more importantly a wadte of resources.
Agreed, I know of someone who after 25 years working in the County Library recently moved to the Planning department, simply would not happen in the private sector.

It is absolutely mental that the educated young may emigrate not because they don’t have well paid employment, but because despite that, they struggle to find a reasonable place to live.
