€1bn a year is cheap. Less than 1% of our public spending.
Nobody bats a lid though in pissing money up the wall in other public spending. Weird it only happens when it is building things for several generations.

probably inevitably because capital expenditure project usually cost multiples of what was budgeted
It’s 1bn per year on top of existing expenditure and based on 2023 prices, but I’d agree with you. You can’t spend enough on these type of projects.
