You misinterpreted what they said, pal. Repeat draws weren’t allowed so they explicitly named those ones such as Wexford v Antrim. They needed do this as one of Antrim and Laois needed to go into the Munster bowl for an even split of teams. But there were separate Leinster and Munster bowls and it wasn’t an open draw otherwise. Antrim joined Tipp, Waterford and Clare in one bowl and were kept apart with the Leinster teams in the other bowl. All Munster teams were assigned home draws, as noted.

Tipperary travelled last year to face Kilkenny in Nowlan Park. The last time Tipperary faced Galway other than in Croke Park was a qualifier in Salthill in 2003. In Tipperary’s case, it is perfectly correct that they are at home.
Laois have only ever played Waterford once in Championship hurling in a qualifier in 2006 that was in Portlaoise, so again correct for Waterford to be assigned home advantage.
As regards the other two ties, from what I can ascertain Clare and Antrim (who were in the Munster pot) were just assigned home advantage without any a separate draw for home advantage been made. If that is the case, its grossly unfair. Wexford have faced Clare, 4 times in Championship hurling, 2002 in Portlaoise, 2005 & 06 in Croke Park and 2013 in Thurles. I believe Offaly v Antrim have always met in the Championship in either Croke Park or Parnell Park since their first championship meeting in 1985. Surely a separate draw for home advantage should have been made for both these ties after these pairings emerged.

A separate draw for home advantage was made for ALL ties. Michael Duignan picked a pairing out (one from each bowl) without opening the balls to start proceedings (so first pairing chosen but nobody knew who it was). The balls were then transferred to a separate bowl for Tony O’Keeffe to open. The first team picked by Tony got the home draw. And the process was repeated for each tie. He conveniently plucked out the Munster team first on each occasion. Pauric Lodge said they gave the balls a good stir but Tony should have been blindfolded.
