They do not have increased output, as the number of students remains the same.
Their responsibility or accountability is not greater.
The quality of their work is not improved, because that is to say that a student in a 45 year-old’s class is better off than one in a 25 year old’s.
Everyone wouldn’t be on starting wages, because in some (if not most professions), the longer you stay in the job, the more responsibility you have and your output is greater, of a better quality, or both.

I am a Leading Hand for a large construction contractor. I get paid €XX.XX per hour and I’ve been doing it 6 years. Another guy has been doing the same job for 3 months and he gets the exact same as me. We have the same scope and remit, same obligation, same hours, same responsibility. If anything, I probably find the job easier, because I’ve been doing it for years.
Is this not fair? Should the other guy not want to do this job?

I’m not sure how many points Primary Teaching needs. Neither am I sure how this relates to the question. I admit, this ol’ banter is fun, but it would be good to have meaningful attempt at discussing the subject query. So far there seems to be a significant mental challenge to differentiate pay and pay rise. Here’s what I just thought of while sat peeing on the pot. Let’s see if I can nudge the topic along:
In this very necessary service, one in which there is minimal progression in role or responsibility, no definable need to improve quality or quantity of output, there needs to be substantial incentives for people to join the profession, and also to retain them in it. The argument for is not one of deservedness, it is one of incentive.
Does anyone want to adopt that stance and take this topic forward?
